摘要
随着PPP项目的大量落地,特色小镇采用PPP模式融资逐渐成为一种趋势,这种融资模式为特色小镇的可持续发展提供了大规模的资金支持。特色小镇的运行质量直接关系到地方经济发展的好坏,而绩效评价工具作为最直观科学的评价手段能够客观反映特色小镇的实际运行效果。通过嵌入PPP融资模式的现实情景,从社会经济发展、资本运营风险控制、生态环保效益、社会人文生活、特色产业发展、政府支持力度六个维度出发,试图通过三级评价指标构建特色小镇的绩效评价指标体系,以期为探索科学合理的特色小镇发展模式提供政策建议。
With the implementation of PPP projects,it is a trend for characteristic towns to adopt PPP mode for financing.The operation quality of characteristic towns is directly related to the quality of local economic development.As the most intuitive and scientific evaluation method,performance evaluation can objectively reflect its operation effect.This paper studies the performance evaluation of characteristic towns,investigating the construction effect of characteristic towns from the six dimensions of social and economic development,risk control of capital operation,ecological and environmental protection benefits,social and cultural life,building of characteristic towns,and government support.Through the construction of three-level evaluation index system,the operation performance of characteristic towns can be effectively evaluated.It can also be used to sort out the specific role of PPP mode in the construction and development of characteristic towns.It can provide policy suggestions for exploring scientific and reasonable development mode of Characteristic Towns.
