摘要
近20年来,我国职业教育政策的发展为《职业教育法》的修订奠定了扎实的政策基础。《职业教育法修订草案(征求意见稿)》是职业教育政策法律化的有力体现。在重大职业教育政策法律化的过程中,要注重政策遴选的条件以及限度,对于未给予充分表达的重要职业教育政策应进一步深化和提升。建议《职业教育法》修订要进一步加强法律保障,完善法律内容的细节,明确"双师型"教师队伍建设要求下职业教育教师的权利义务,完善职业院校内部治理结构的相关规定,加强产教融合、校企合作趋势下对多方利益主体的规定强制性;科学立法,发挥政策引导与法律保障双优势,完善普职融通制度,建立职教高考制度,大胆探索职业院校混合所有制问题。
In the past 20 years,the development of China’s vocational education policy has laid a solid policy foundation for the revision of the Vocational Education Law.The Vocational Education Law Revision Draft(Draft for Soliciting Comments)is a powerful manifestation of the legalization of vocational education policies.In the process of legalization of major vocational education policies,we must pay attention to the conditions and limits of policy selection.Important vocational education policies that have not been fully expressed should be further deepened and improved.It is suggested that the revision of the Vocational Education Law should further strengthen legal protection,improve the details of the legal content,clarify the rights and obligations of vocational education teachers under the requirements of the construction of a"double-qualified"teacher team,improve the relevant regulations of the internal governance structure of vocational colleges,and strengthen the compulsory regulation of multi-stakeholders under the trend of industry-education integration and school-enterprise cooperation;make scientific legislation,give full play to the advantages of policy guidance and legal protection,improve the system of cooperation between secondary vocational education and ordinary high school education,establish a vocational education college entrance examination system,and boldly explore the issue of mixed ownership of vocational colleges.
