This paper analyzes the existence of developmental views and compares the results of previous studies for underdeveloped regions. In view of the limitations of previous studies, this study details regional unit, expands index system, applies factor-analysis to structure index system, uses the fuzzy comprehensive evaluation model to improve analytic hierarchy process, and identifies the economic developmental levels of 384 regions, including 4 municipalities, 333 cities at prefecture level, and 47 counties under the jurisdiction of province. The levels of the 47 counties are identified by dividing the rank of comprehensive values of more than 337 regions unit into five equal graduations and then matching the 47 counties with the five-graduation results. This study provides the distribution of resources-rich region in China qualitatively and quantitatively in terms of coal, oil gas and other 14 kinds of metal mineral resources. Finally, by matching the two parts of results, this study identifies the distribution of underdeveloped resource-rich regions (URRRs). URRRs are mainly distributed in Shaanxi, Shanxi, Guizhou, Yunnan, Sichuan, He’nan, Shandong, Guangxi and Gansu provinces, which accounts for 78.57% of the total in China. To a certain degree, the result of this paper proves that “resources curse” existing in the national stratification plane in later 20th century still takes places in some cities in China, especially in the counties of these cities’ jurisdiction. 展开更多

Based on the scope economic theory of "resource curse" and industrial clusters,the scale of sugar cluster is calculated by the output of sugarcane and sugar while the scale benefit of sugar cluster is measured by the productivity(rate of sugar production),sales output ratio,industrial output value as well as profit margin.Positive analysis of the scale merit of sugar clusters in resource-rich area of southwestern Guangxi is conducted according to related statistics of Chongzuo City.And the primary problems of sugar clusters are pointed out.The profit created by sugar for the sugar industry in Chongzuo City has already been near capacity.The sugar industry is big but not strong.With much governmental interfernce,there is no effective connections and inadequte competitive forces among subjects of the clusters.The extention of industrial chain is limited.Therefore,measures for developing sugar clusters in resource-rich area of southwestern Guangxi are proposed.Industrial structure is to be adjusted to improve the sugarcane cultivation techniques.The industrial chain should be extended to increase the economic benefits of sugar industry.Industrial support is to be strengthened and capital output for sicence and technology increased.Price regualtion fund of grain sugar is to be established with coordination with the superior region.The transformation from savings to investment should be quickened to evade "resource curse". 展开更多

The problem for these regions sustainable development cannot be negligible for its particularity innatural resources and environment. This paper mainly examines the issue about resource tax reform and the sustainabledevelopment of underdeveloped resource-rich regions. It first expatiates on regional characteristics of underdevelopedresource-rich regions, then analyzes the effect that resource tax has on the sustainable development of this type of regions,takes Yulin City as example to illuminate the negative influence on the sustainable development of those regions due to thedesign limitation of the existing resource tax, and put forward some suggestions, including to delegate tax legislativepower to lower levels, to increase resource tax rate, to expand its levied scope to give play to the potential main tax to localrevenue, to improve the design of resource tax, to enhance the its function of resource saving and environmentalprotection, to attach importance to regional interest of underdeveloped resource-rich regions and to improve of theinterest distribution system concerning the tax system and resource exploitation. 展开更多
