AquaVar decision support system for water resource management:Lessons learned from the first five years of operation

Decision support systems(DSS)based on physically based numerical models are standard tools used by water services and utilities.However,few DSS based on holistic approaches combining distributed hydrological,hydraulic,and hydrogeological models are operationally exploited.This holistic approach was adopted for the development of the AquaVar DSS,used for water resource management in the French Mediterranean Var watershed.The year 2019 marked the initial use of the DSS in its operational environment.Over the next 5 years,multiple hydrological events allowed to test the performance of the DSS.The results show that the tool is capable of simulating peak flows associated with two extreme rainfall events(storms Alex and Aline).For a moderate flood,the real-time functionality was able to simulate forecast discharges 26 h before the flood peak,with a maximum local error of 30%.Finally,simulations for the drought period 2022-2023 highlighted the essential need for DSS to evolve in line with changing climatic conditions,which give rise to unprecedented hydrological processes.The lessons learned from these first 5 years of AquaVar use under operational conditions are synthesized,addressing various topics such as DSS modularity,evolution,data positioning,technology,and governance. 展开更多

Context/objectives: The fight against Chronic Non-Communicable Diseases (NCDs) is a long-term undertaking, which requires available, motivated and well-managed human resources (HR). The administrative management of skills on both qualitative and quantitative levels is one of the essential functions of a health system. To better implement policies of fight against High Blood Pressure (HBP) and other chronic diseases, it is important to establish strategies to retain health personnel. This loyalty requires favorable working conditions and consideration of the contribution-reward couple. Good working conditions are likely to reduce the phenomenon of medical nomadism;conversely, poor HR management can contribute to their exodus towards exotic “green pastures”, thus leading to an additional crisis in the Cameroonian health system. The fight against HBP is a complex, multifaceted and multifactorial reality that requires appropriate management model for all types of resources mainly HR. The main objective of this research is to show the impact of poor management of human resources in Cameroon health system on medical nomadism and the ineffectiveness of the fight against High Blood Pressure. Method: A cross-sectional descriptive survey among five hundred (500) health facilities in the center region of Cameroon has been conducted. A stratified probabilistic technique has been used, and the number of health facilities to be surveyed has been determined using the “sample size estimation table” of Depelteau. The physical questionnaires have been printed and then distributed to data collectors. After data collection, the latter were grouped during processing in Excel sheets. The Chi-square test was used for data with a qualitative value and that of Kolmogorov-Sminorf for data with a quantitative value to assess the normality and reliability of data. The Crochach’s Alpha reliability test allowed us to have a summary of the means and variances and then to search for intragroup correlations between variables. Descriptive analysis was possible with the XLSTAT 2016 software. Results: 43.60% of Health Facilities (HF) managers were unqualified. 82.20% of HF managers have staff in a situation of professional insecurity. They are mainly contractual (49.00), decision-making agents (24.40%), casual agents (08.80). The proportion of unstable personnel is average of 22.00% and very unstable, 12.00%. 展开更多

With the rapid integration of distributed energy resources(DERs),distribution utilities are faced with new and unprecedented issues.New challenges introduced by high penetra-tion of DERs range from poor observability to overload and reverse power flow problems,under-/over-voltages,maloperation of legacy protection systems,and requirements for new planning procedures.Distribution utility personnel are not adequately trained,and legacy control centers are not properly equipped to cope with these issues.Fortunately,distribution energy resource management systems(DERMSs)are emerging software technologies aimed to provide distribution system operators(DSOs)with a specialized set of tools to enable them to overcome the issues caused by DERs and to maximize the benefits of the presence of high penetration of these novel resources.However,as DERMS technology is still emerging,its definition is vague and can refer to very different levels of software hierarchies,spanning from decentralized virtual power plants to DER aggregators and fully centralized enterprise systems(called utility DERMS).Although they are all frequently simply called DERIMS,these software technologies have different sets of tools and aim to provide different services to different stakeholders.This paper explores how these different software technologies can complement each other,and how they can provide significant benefits to DSOs in enabling them to successfully manage evolving distribution networks with high penetration of DERs when they are integrated together into the control centers of distribution utilities. 展开更多

On the basis of geographic spatial characteristics of forest resources data, a component geographic information system (ComGIS) was developed for forest resources management. The system embeds a GIS ActiveX control MapObjects (Inc. ESRI) on Visual C++ platform. System design, data organization and achieving way were studied and expatiated by taking Xigangzi Forestry Centre as study object. The system has many useful functions,, such as adding and display of various map layers, zoom of map by wheeling mouse, attribute and spatial data querying, map auto roaming, features rendering based on the spatial trait of data, label controlling through attribute data band with vector graph, as well as output of 'Column chart' for showing the result of statistics. The satellite-terrestrial networks possess the ability to transcend geographical constraints inherent in traditional communication networks,enabling global coverage and offering users ubiquitous computing power support,which is an important development direction of future communications.In this paper,we take into account a multi-scenario network model under the coverage of low earth orbit(LEO)satellite,which can provide computing resources to users in faraway areas to improve task processing efficiency.However,LEO satellites experience limitations in computing and communication resources and the channels are time-varying and complex,which makes the extraction of state information a daunting task.Therefore,we explore the dynamic resource management issue pertaining to joint computing,communication resource allocation and power control for multi-access edge computing(MEC).In order to tackle this formidable issue,we undertake the task of transforming the issue into a Markov decision process(MDP)problem and propose the self-attention based dynamic resource management(SABDRM)algorithm,which effectively extracts state information features to enhance the training process.Simulation results show that the proposed algorithm is capable of effectively reducing the long-term average delay and energy consumption of the tasks. 展开更多

Cognitive Radio(CR) system based on Orthogonal Frequency Division Multiple Access(OFDMA),such as Wireless Regional Area Networks(WRAN) and Worldwide Interoperability for Microwave Access(WiMAX),often attempt to improve performance via dynamic radio resource management,which is characterized as concurrent processing of different traffic and nondeterministic system capacity.It is essential to design and evaluate such complex system using proper modeling and analysis tools.In the previous work,most of the communication systems were modeled as Markov Chain(MC) and Stochastic Petri Nets(SPN),which have the explicit limitation in evaluating adaptive OFDMA CR system with wide area traffic.In this paper,we develop an executable top-down hier-archical Colored Petri Net(CPN) model for adaptive OFDMA CR system,and analyze its performance using CPN tools.The results demonstrate that the CPN can model different radio resource manage-ment algorithms in CR Systems,and the CPN tools require less computational effort than Markov model using Matlab,with its flexibility and adaptability to the traffics which arrival interval and processing time are not exponentially distributed. 展开更多

This paper presents a co-time co-frequency fullduplex(CCFD)massive multiple-input multiple-output(MIMO)system to meet high spectrum efficiency requirements for beyond the fifth-generation(5G)and the forthcoming the sixth-generation(6G)networks.To achieve equilibrium of energy consumption,system resource utilization,and overall transmission capacity,an energy-efficient resource management strategy concerning power allocation and antenna selection is designed.A continuous quantum-inspired termite colony optimization(CQTCO)algorithm is proposed as a solution to the resource management considering the communication reliability while promoting energy conservation for the CCFD massive MIMO system.The effectiveness of CQTCO compared with other algorithms is evaluated through simulations.The results reveal that the proposed resource management scheme under CQTCO can obtain a superior performance in different communication scenarios,which can be considered as an eco-friendly solution for promoting reliable and efficient communication in future wireless networks. 展开更多

This paper presents the multi-step Q-learning(MQL)algorithm as an autonomic approach to thejoint radio resource management(JRRM)among heterogeneous radio access technologies(RATs)in theB3G environment.Through the'trial-and-error'on-line learning process,the JRRM controller can con-verge to the optimized admission control policy.The JRRM controller learns to give the best allocation foreach session in terms of both the access RAT and the service bandwidth.Simulation results show that theproposed algorithm realizes the autonomy of JRRM and achieves well trade-off between the spectrum utilityand the blocking probability comparing to the load-balancing algorithm and the utility-maximizing algo-rithm.Besides,the proposed algorithm has better online performances and convergence speed than theone-step Q-learning(QL)algorithm.Therefore,the user statisfaction degree could be improved also. 展开更多

Objective To explore the current situation of human resource management outsourcing in China’s pharmaceutical enterprises,and to put forward some suggestions for enterprises and the government.Methods The current situation of human resource management outsourcing in China’s pharmaceutical enterprises was analyzed through the method of literature research.Results and Conclusion At present,the status of human resource management outsourcing in China’s pharmaceutical companies is that the level of human resource outsourcing companies is not high,and there are no relevant industry norms and laws.The information asymmetry between pharmaceutical enterprises and outsourcing companies results in adverse selection and moral hazard.Besides,the different culture of pharmaceutical enterprises and outsourcing companies leads to inefficient communication between enterprises and employee.To solve these problems,the government should promote and improve industry norms and laws to regulate the market.In addition,enterprises should clarify the motivation for outsourcing and make good decision on the outsourcing content.Meanwhile,enterprises should strengthen communication with employees to eliminate employees’concerns. 展开更多
