Objective To empirically analyze the relationship between Government R&D funding and R&D investment of the enterprises in different sub industries of pharmaceutical industry,and to provide reference for the de...Objective To empirically analyze the relationship between Government R&D funding and R&D investment of the enterprises in different sub industries of pharmaceutical industry,and to provide reference for the development of policies related to R&D funding input.Methods Granger causality test was performed using the data of relevant indicators in different sub industries of China’s pharmaceutical industry from 1995 to 2019 based on the theory of covariance.Results and Conclusion The funding of R&D from the government had a significant positive effect on their R&D funding inputs to enterprises with chemo products,Chinese patent products,and biological products.It means the improvement of government funding was beneficial in promoting the R&D investment from various sub industries of pharmaceutical industry.The order of this influence was biological products,chemo products,and Chinese patent drugs.As to chemical drugs and biological products,the government’s R&D funding and enterprises R&D funding input showed a good trend of mutual promotion in a certain lag period.The government can fully leverage its funding to promote the investment of all sub industries of pharmaceutical industry.Meanwhile,regulatory mechanisms should be refined for government funding.For the inheritance,innovation,and development of traditional Chinese medicine,the government should give more policy support than financial support.展开更多

The optimization of government subsidies to enhance the efficiency of coal companies’green transformation constitutes a critical component in the pursuit of global sustainability.We investigate the influence mechanis...The optimization of government subsidies to enhance the efficiency of coal companies’green transformation constitutes a critical component in the pursuit of global sustainability.We investigate the influence mechanism of government subsidies on the green transformation using data from the listed coal companies in China from 2007 to 2022.According to our findings and hypothesis testing,previous government subsidies did not have a significant direct impact on coal companies’green transformation.Nevertheless,government subsidies can help coal companies transition to greener practices by promoting innovative green initiatives.Furthermore,we confirmed an indirect route:that government subsidies enable the adoption of low-carbon initiatives,which in turn could facilitate the transition of coal companies towards green practices.In addition,we discovered that the coal company’s digitization will improve this indirect route.Thus,we propose increasing the effectiveness of government subsidies in facilitating coal companies’transition to green practices by focusing on technological advancements and enhancing company digitalization.展开更多

The global Internet is composed of more than 70,000 autonomous domain networks interconnected through the Border Gateway Protocol(BGP).Studying the ecological evolution of BGP network is of great significance for anal...The global Internet is composed of more than 70,000 autonomous domain networks interconnected through the Border Gateway Protocol(BGP).Studying the ecological evolution of BGP network is of great significance for analyzing the evolution trend of the global Internet.This paper focuses on the evolution of Country-Level BGP network ecosystems in 24 years,and innovatively studies the relationship between Country-Level BGP network and economy,breaking through the limitations of traditional research that only focuses on BGP network.The results revealed that the number of global BGP networks has increased by nearly 23 times and that network interconnection has increased nearly 80 times over in 24 years.It was found that the growth of the global BGP network ecosystem has slowed overall due to major global security events,although the BGP network ecosystem in some Southeast Asian countries is developing against the trend.At the same time,there is a significant positive correlation between the BGP network ecology and the national economy in the time dimension;there is a strong positive correlation in the spatial dimension,but the trend is weakening year by year.展开更多
Data on discrete,isolated attributes of the marine economy are often used in traditional marine economic research.However,as the focus of urban research shifts from internal static attributes to external dynamic linka...Data on discrete,isolated attributes of the marine economy are often used in traditional marine economic research.However,as the focus of urban research shifts from internal static attributes to external dynamic linkages,the importance of marine economic net-work research is beginning to emerge.The construction of the marine economic network in China’s coastal areas is necessary to change the flow of land and sea resources and optimize regional marine economic development.Employing data from headquarters and branches of sea-related A-share listed enterprises to construct the marine economic network in China,we use social network analysis(SNA)to discuss the characteristics of its evolution as of 2010,2015,and 2020 and its governance.The following results were obtained.1)In terms of topological characteristics,the scale of the marine economic network in China’s coastal areas has accelerated and expan-ded,and the connections have become increasingly close;thus,this development has complex network characteristics.2)In terms of spatial structure,the intensity of the connection fluctuates and does not form stable development support;the group structure gradually becomes clear,but the overall pattern is fragmented;there are spatial differences in marine economic agglomeration radiation;the radi-ation effect of the eastern marine economic circle is obvious;and the polarization effect of northern and southern marine economic circles is significant.On this basis,we construct a framework for the governance of a marine economic network with the market,the government,and industry as the three governing bodies.By clarifying the driving factors and building objectives of marine economic network construction,this study aims to foster the high-quality development of China’s marine economy.展开更多

On the basis of identifying the key variables in the process of public opinion communication, DEMATEL-ISM model is used to explore the attribute positioning, relative importance level and hierarchical association mechanism of ante-variable and result variable, and then the governance strategies for fragment disordering public opinion in network circle groups of college students is designed. According to the study, exogenous stimuli, the uniqueness of discourse system, the number of spectacular texts and micro-narrative mode constituted the deep-rooted causes of fragment disordering public opinion. The unique situational and information attributes of network circle groups often become an important “booster” of disordered public opinion. The topic deviation is often accompanied with the formation of negative emotions. This paper analyzes twenty school districts in the state of Pennsylvania and applies ratio analysis to understand the potential effect of GASB number 68 on the financial statements of these entities.The financial stat...This paper analyzes twenty school districts in the state of Pennsylvania and applies ratio analysis to understand the potential effect of GASB number 68 on the financial statements of these entities.The financial statements were picked on a random basis from the Electronic Municipal Market Access[1]database.EMMA is a research and data retrieval system of the Municipal Securities Rulemaking Board(MSRB).The MSRB provides resources to trade municipal bonds and access to the financial statements of entities selling these securities.The paper was developed as a result of the requirement by GASB to“recognize their long-term obligation for pension benefits as a liability for the first time,and to more comprehensively and comparably measure the annual costs of pension benefits”[2].The public schools in Pennsylvania incorporated GASB number 68 for the fiscal year ended June 30,2015 and restated the financial statements for the fiscal year ended June 30,2014.The effects of these restatements created a situation where most of these districts now show a negative fund balance caused by an increase of liabilities of over one hundred percent.Many of the decision makers are uncertain of the long-term changes that this recognition will have on the operations of the school district.Bond ratings have suffered because of the volatility and uncertainty causing negative effects on the balance sheet,increased current recognition of pension expenses,and a possible interest rate increase.All of these effects are illustrated in this paper.This is at a time where many people are questioning the performance of many of the school districts.展开更多
The COVID-19 pandemic has dramatically threatened the Gulf Cooperation Council(GCC)countries which have a large proportion of foreign workers.The governments of GCC countries have proactively implemented a com-prehens...The COVID-19 pandemic has dramatically threatened the Gulf Cooperation Council(GCC)countries which have a large proportion of foreign workers.The governments of GCC countries have proactively implemented a com-prehensive set of policy measures,and up to our knowledge,a systematic analysis of qualitative and quantitative evidence on the government response is still lacking.We summarized the GCC countries’government response and quantitatively measured that response using four indexes—the Government Response Index,the Stringency Index,the Vaccine Index,and the Initial Response Index,to analyse their response for future pandemic preparedness.Overall,the government response of all the GCC countries to the COVID-19 pandemic has been comprehensive,stringent,and timely.Notably,the GCC countries have implemented comprehensive vaccine policies.In addition,they have worked actively to protect foreign workers to improve their access to health services and secure their essential living conditions,regardless of their immigrant status.All the GCC countries dynamically adjusted their response to the evolving COVID-19 epidemiological burden and started to relax the stringency of the control poli-cies after the Omicron wave,though the governments had different response magnitudes as measured by the four indexes.These findings have provided several important lessons for future pandemic response and preparedness for countries with similar economic,demographic,and health contexts in(1)prompt actions of containment and clo-sure policies with dynamic adjusting,(2)strengthening health system policies,(3)comprehensive vaccination policies with universal access,(4)equitable and free access to testing,diagnosis,and treatment for all,and(5)strengthening the resilience of health systems.展开更多
This study aims to analyze and predict the relationship between the average price per box in the cigarette market of City A and government procurement,providing a scientific basis and support for decision-making.By re...This study aims to analyze and predict the relationship between the average price per box in the cigarette market of City A and government procurement,providing a scientific basis and support for decision-making.By reviewing relevant theories and literature,qualitative prediction methods,regression prediction models,and other related theories were explored.Through the analysis of annual cigarette sales data and government procurement data in City A,a comprehensive understanding of the development of the tobacco industry and the economic trends of tobacco companies in the county was obtained.By predicting and analyzing the average price per box of cigarette sales across different years,corresponding prediction results were derived and compared with actual sales data.The prediction results indicate that the correlation coefficient between the average price per box of cigarette sales and government procurement is 0.982,implying that government procurement accounts for 96.4%of the changes in the average price per box of cigarettes.These findings offer an in-depth exploration of the relationship between the average price per box of cigarettes in City A and government procurement,providing a scientific foundation for corporate decision-making and market operations.展开更多

In recent years, researchers’ research on government credibility has mostly focused on exploring theories and mechanisms, with little empirical research on this topic. This article intends to apply variable selection models in the field of social statistics to the issue of government credibility, in order to achieve empirical research on government credibility and explore its core influencing factors from a statistical perspective. Specifically, this article intends to use four regression-analysis-based methods and three random-forest-based methods to study the influencing factors of government credibility in various provinces in China, and compare the performance of these seven variable selection methods in different dimensions. The research results show that there are certain differences in simplicity, accuracy, and variable importance ranking among different variable selection methods, which present different importance in the study of government credibility issues. This study provides a methodological reference for variable selection models in the field of social science research, and also offers a multidimensional comparative perspective for analyzing the influencing factors of government credibility.展开更多

However, the usage of e-government services by common citizens is recognized as one of the major setbacks of e-government development in both developed and developing countries. Moreover, government agencies in these countries are facing great challenges in keeping the citizens motivated enough to continue to use e-government services. This research aims to investigate the factors that influence citizens’ trust towards continue use of e-government services in Cameroon. The proposed research model consisted of three main constructs including technological, governmental, risk factors as well as six demographic characteristics (age, gender, educational level, income, internet experience and cultural perception). A five-point Likert scale questionnaire was designed to collect data physically and electronically, 352 valid questionnaires were retrieved. Simple and Multiple regression analysis methods were applied to build an adequate model based on the verification of hypotheses proposed. Based on results obtained, four demographic characteristics (age, education, occupation and income) have influence on citizens’ trust in e-government meanwhile gender and cultural affiliation have no influence. Furthermore, technological factors and governmental factors positively influence trust level in e-government, whereas risk factors have a negative influence on trust level. Deducing from the results, a list of recommendations is proposed to the government of Cameroon in order to reinforce citizens’ trust in e-government services.展开更多

文摘The optimization of government subsidies to enhance the efficiency of coal companies’green transformation constitutes a critical component in the pursuit of global sustainability.We investigate the influence mechanism of government subsidies on the green transformation using data from the listed coal companies in China from 2007 to 2022.According to our findings and hypothesis testing,previous government subsidies did not have a significant direct impact on coal companies’green transformation.Nevertheless,government subsidies can help coal companies transition to greener practices by promoting innovative green initiatives.Furthermore,we confirmed an indirect route:that government subsidies enable the adoption of low-carbon initiatives,which in turn could facilitate the transition of coal companies towards green practices.In addition,we discovered that the coal company’s digitization will improve this indirect route.Thus,we propose increasing the effectiveness of government subsidies in facilitating coal companies’transition to green practices by focusing on technological advancements and enhancing company digitalization.

文摘The inter-agency government information sharing(IAGIS)plays an important role in improving service and efficiency of government agencies.Currently,there is still no effective and secure way for data-driven IAGIS to fulfill dynamic demands of information sharing between government agencies.Motivated by blockchain and data mining,a data-driven framework is proposed for IAGIS in this paper.Firstly,the blockchain is used as the core to design the whole framework for monitoring and preventing leakage and abuse of government information,in order to guarantee information security.Secondly,a four-layer architecture is designed for implementing the proposed framework.Thirdly,the classical data mining algorithms PageRank and Apriori are applied to dynamically design smart contracts for information sharing,for the purposed of flexibly adjusting the information sharing strategies according to the practical demands of government agencies for public management and public service.Finally,a case study is presented to illustrate the operation of the proposed framework.
文摘The global Internet is composed of more than 70,000 autonomous domain networks interconnected through the Border Gateway Protocol(BGP).Studying the ecological evolution of BGP network is of great significance for analyzing the evolution trend of the global Internet.This paper focuses on the evolution of Country-Level BGP network ecosystems in 24 years,and innovatively studies the relationship between Country-Level BGP network and economy,breaking through the limitations of traditional research that only focuses on BGP network.The results revealed that the number of global BGP networks has increased by nearly 23 times and that network interconnection has increased nearly 80 times over in 24 years.It was found that the growth of the global BGP network ecosystem has slowed overall due to major global security events,although the BGP network ecosystem in some Southeast Asian countries is developing against the trend.At the same time,there is a significant positive correlation between the BGP network ecology and the national economy in the time dimension;there is a strong positive correlation in the spatial dimension,but the trend is weakening year by year.

文摘Data on discrete,isolated attributes of the marine economy are often used in traditional marine economic research.However,as the focus of urban research shifts from internal static attributes to external dynamic linkages,the importance of marine economic net-work research is beginning to emerge.The construction of the marine economic network in China’s coastal areas is necessary to change the flow of land and sea resources and optimize regional marine economic development.Employing data from headquarters and branches of sea-related A-share listed enterprises to construct the marine economic network in China,we use social network analysis(SNA)to discuss the characteristics of its evolution as of 2010,2015,and 2020 and its governance.The following results were obtained.1)In terms of topological characteristics,the scale of the marine economic network in China’s coastal areas has accelerated and expan-ded,and the connections have become increasingly close;thus,this development has complex network characteristics.2)In terms of spatial structure,the intensity of the connection fluctuates and does not form stable development support;the group structure gradually becomes clear,but the overall pattern is fragmented;there are spatial differences in marine economic agglomeration radiation;the radi-ation effect of the eastern marine economic circle is obvious;and the polarization effect of northern and southern marine economic circles is significant.On this basis,we construct a framework for the governance of a marine economic network with the market,the government,and industry as the three governing bodies.By clarifying the driving factors and building objectives of marine economic network construction,this study aims to foster the high-quality development of China’s marine economy.
文摘"Securonomics"is an umbrella term referring to the new UK Labour government's approach to economic management.It is the flagship policy of the new government in response to broader political,economic,and social crises,emphasizing government intervention,increasing employment rights,and promoting economic growth and fair development.For the first time ever,the UK government is officially naming its economic policy in combination with security,highlighting a trend toward policy securitization in the country.It is against complex backgrounds that securonomics has been created and developed.The main factors include Labour's tendency toward left-leaning policies in times of economic crisis,the challenges it currently faces at home,and the influence of left-wing political parties in Europe and the United States.Securonomics is rich in content,although its policies need refinement and effectiveness requires observation.Looking ahead,the Labour government needs to balance growth and stability,prosperity and security,and politics and economy.In the context of a fresh wave of right-wing trends in European and American politics,it remains to be seen whether the UK Labour Party will become a"beacon of hope"-or just a"faint light"-for the global left.And the success of securonomics will hinge on whether the new Labour government can present a proper,well-fitting development blueprint for the UK.

文摘IPSAS was accepted by Jordan’s government in accordance with worldwide trends.The Jordanian Ministry of Finance launched cash-basis IPSAS in 2015 and planned to implement accrual accounting by January 1,2021.However,the commitment to change remains uneven,hindering the full shift.Moving from old accounting processes to new ones is tough.Even then,it hasn’t been implemented,creating a gap due to the difficulty in committing to new accounting standards throughout implementation due to obstacles.Thus,knowing government accountants’issues is essential to applying IPSAS in government accounting.This study examines how transformational leadership affects government accountants’commitment to IPSAS adoption in Jordan’s public sector.This study used a quantitative approach to survey Jordanian Ministry of Finance accountants.The 384-person study had a 78%response rate.Additionally,PLS-SEM was used to confirm variable relationships.Transformational leadership positively predicted IPSAS implementation,according to the study.

文摘Clarifying the evolution structure of public opinion induced and spread by fragmentation in college students’ network circle group is the key to understanding college students’ online social psychological demands, grasping the development trend of public opinion, and designing targeted public opinion governance strategies. On the basis of identifying the key variables in the process of public opinion communication, DEMATEL-ISM model is used to explore the attribute positioning, relative importance level and hierarchical association mechanism of ante-variable and result variable, and then the governance strategies for fragment disordering public opinion in network circle groups of college students is designed. According to the study, exogenous stimuli, the uniqueness of discourse system, the number of spectacular texts and micro-narrative mode constituted the deep-rooted causes of fragment disordering public opinion. The unique situational and information attributes of network circle groups often become an important “booster” of disordered public opinion. The topic deviation is often accompanied with the formation of negative emotions. The corresponding public opinion governance strategies are sought from the aspects of shaping the network environment, adjusting the operation mechanism of the network circle group, improving the efficiency of using fragmented information, and optimizing the human resources of colleges.
文摘This paper analyzes twenty school districts in the state of Pennsylvania and applies ratio analysis to understand the potential effect of GASB number 68 on the financial statements of these entities.The financial statements were picked on a random basis from the Electronic Municipal Market Access[1]database.EMMA is a research and data retrieval system of the Municipal Securities Rulemaking Board(MSRB).The MSRB provides resources to trade municipal bonds and access to the financial statements of entities selling these securities.The paper was developed as a result of the requirement by GASB to“recognize their long-term obligation for pension benefits as a liability for the first time,and to more comprehensively and comparably measure the annual costs of pension benefits”[2].The public schools in Pennsylvania incorporated GASB number 68 for the fiscal year ended June 30,2015 and restated the financial statements for the fiscal year ended June 30,2014.The effects of these restatements created a situation where most of these districts now show a negative fund balance caused by an increase of liabilities of over one hundred percent.Many of the decision makers are uncertain of the long-term changes that this recognition will have on the operations of the school district.Bond ratings have suffered because of the volatility and uncertainty causing negative effects on the balance sheet,increased current recognition of pension expenses,and a possible interest rate increase.All of these effects are illustrated in this paper.This is at a time where many people are questioning the performance of many of the school districts.

文摘The COVID-19 pandemic has dramatically threatened the Gulf Cooperation Council(GCC)countries which have a large proportion of foreign workers.The governments of GCC countries have proactively implemented a com-prehensive set of policy measures,and up to our knowledge,a systematic analysis of qualitative and quantitative evidence on the government response is still lacking.We summarized the GCC countries’government response and quantitatively measured that response using four indexes—the Government Response Index,the Stringency Index,the Vaccine Index,and the Initial Response Index,to analyse their response for future pandemic preparedness.Overall,the government response of all the GCC countries to the COVID-19 pandemic has been comprehensive,stringent,and timely.Notably,the GCC countries have implemented comprehensive vaccine policies.In addition,they have worked actively to protect foreign workers to improve their access to health services and secure their essential living conditions,regardless of their immigrant status.All the GCC countries dynamically adjusted their response to the evolving COVID-19 epidemiological burden and started to relax the stringency of the control poli-cies after the Omicron wave,though the governments had different response magnitudes as measured by the four indexes.These findings have provided several important lessons for future pandemic response and preparedness for countries with similar economic,demographic,and health contexts in(1)prompt actions of containment and clo-sure policies with dynamic adjusting,(2)strengthening health system policies,(3)comprehensive vaccination policies with universal access,(4)equitable and free access to testing,diagnosis,and treatment for all,and(5)strengthening the resilience of health systems.

文摘This study aims to analyze and predict the relationship between the average price per box in the cigarette market of City A and government procurement,providing a scientific basis and support for decision-making.By reviewing relevant theories and literature,qualitative prediction methods,regression prediction models,and other related theories were explored.Through the analysis of annual cigarette sales data and government procurement data in City A,a comprehensive understanding of the development of the tobacco industry and the economic trends of tobacco companies in the county was obtained.By predicting and analyzing the average price per box of cigarette sales across different years,corresponding prediction results were derived and compared with actual sales data.The prediction results indicate that the correlation coefficient between the average price per box of cigarette sales and government procurement is 0.982,implying that government procurement accounts for 96.4%of the changes in the average price per box of cigarettes.These findings offer an in-depth exploration of the relationship between the average price per box of cigarettes in City A and government procurement,providing a scientific foundation for corporate decision-making and market operations.

文摘Objective To study the effect of government R&D funding and enterprise R&D input on innovation efficiency of China’s pharmaceutical industry.Methods Based on the inter-provincial panel data of China’s pharmaceutical industry from 2009 to 2019,the stochastic frontier analysis method was used to study the influence of government R&D funding and enterprise R&D input on the innovation efficiency.Results and Conclusion With 1%increase in government R&D funding,the innovation efficiency of enterprises will increase by 0.122%.When R&D investment increases by 1%,innovation efficiency will increase by 0.169%.Both government R&D funding and enterprise R&D investment promote the innovation efficiency of pharmaceutical enterprises,but the increase of enterprise R&D investment contributes more to the improvement of pharmaceutical innovation efficiency.
文摘Government credibility is an important asset of contemporary national governance, an important criterion for evaluating government legitimacy, and a key factor in measuring the effectiveness of government governance. In recent years, researchers’ research on government credibility has mostly focused on exploring theories and mechanisms, with little empirical research on this topic. This article intends to apply variable selection models in the field of social statistics to the issue of government credibility, in order to achieve empirical research on government credibility and explore its core influencing factors from a statistical perspective. Specifically, this article intends to use four regression-analysis-based methods and three random-forest-based methods to study the influencing factors of government credibility in various provinces in China, and compare the performance of these seven variable selection methods in different dimensions. The research results show that there are certain differences in simplicity, accuracy, and variable importance ranking among different variable selection methods, which present different importance in the study of government credibility issues. This study provides a methodological reference for variable selection models in the field of social science research, and also offers a multidimensional comparative perspective for analyzing the influencing factors of government credibility.

文摘Financing sources for urban construction have garnered significant attention globally.Among various financing methods,the urban construction investment bond(UCIB)is unique to China.The UCIB credit spread,which represents the compensation for credit risk,has become a focal point for researchers.However,owing to shortcomings of previous approaches,few scholars have accurately assessed the impact of implicit government guarantees on credit spreads.This study introduces an innovative approach that uses orthogonal decomposition to extract proprietary information from credit ratings,reflecting implicit government guarantees.After accounting for bond factors,local government financing vehicle factors,and macroeconomic conditions,the implicit government guarantee substantially reduces the UCIB's credit spread.This conclusion remains robust when controlling for investor attention,regional factors,or duration.
文摘The purpose of this paper is to use the MaxDiff model to explore the factors influencing the work motivation of staff in certain government agencies in Jiangmen City,and to conduct relevant empirical analyses.The study aims to propose strategies for improving work motivation among these staff members.The results indicate that the most significant factors affecting the work motivation of staff in Jiangmen government agencies are salary and remuneration,additional welfare benefits,and the power to make decisions about their own work.In contrast,factors such as a sense of belonging to the work unit,recognition of their work,and job security are less important.Therefore,it is recommended that government agencies in Jiangmen City increase the salaries and benefits of their staff and provide them with more decision-making power.This approach will stimulate their desire to work,enhance their motivation,improve the efficiency of government agencies,and elevate the level of public service.Ultimately,these measures will support the construction of a harmonious,stable,and orderly society.
文摘The embracing of ICTs and related technologies has enhanced different approaches for governments worldwide to deliver services to their citizens in a smart way. However, the usage of e-government services by common citizens is recognized as one of the major setbacks of e-government development in both developed and developing countries. Moreover, government agencies in these countries are facing great challenges in keeping the citizens motivated enough to continue to use e-government services. This research aims to investigate the factors that influence citizens’ trust towards continue use of e-government services in Cameroon. The proposed research model consisted of three main constructs including technological, governmental, risk factors as well as six demographic characteristics (age, gender, educational level, income, internet experience and cultural perception). A five-point Likert scale questionnaire was designed to collect data physically and electronically, 352 valid questionnaires were retrieved. Simple and Multiple regression analysis methods were applied to build an adequate model based on the verification of hypotheses proposed. Based on results obtained, four demographic characteristics (age, education, occupation and income) have influence on citizens’ trust in e-government meanwhile gender and cultural affiliation have no influence. Furthermore, technological factors and governmental factors positively influence trust level in e-government, whereas risk factors have a negative influence on trust level. Deducing from the results, a list of recommendations is proposed to the government of Cameroon in order to reinforce citizens’ trust in e-government services.
