The faculty, especially at the level of study program, has an important role in affecting the quality of graduates, because the study program is the core element in the higher education institution which involves directly in planning, organizing, executing and controlling the teaching and learning activities. This dissertation is to examine the effect of leadership on performance management and good governance, and also to examine the effect of performance management and good governance on internal and external satisfaction. The data for this causal research is collected by questionnaire. Unit of analysis in this research is all study programs in all accredited faculty of economics in East Java. The respondents are academic staffs, students and administrative staffs in the study program. There were 83 of 125 accredited study program which has been successfully contacted and agreed to participate in the research. There were 900 students and 285 academic staffs filling up the questionnaires. The data analysis is conducted by Path Analysis with the SPSS 11.5 version software to measure construct validity and reliability and to test causal relationships between variables in the model. The findings of the research showed that: (1) Leadership affects performance management significantly; (2) Leadership affects good governance significantly; (3) Leadership affects internal satisfaction significantly; (4) Performance management affects internal satisfaction; (5) Good governance significantly affects external satisfaction; (6) Internal satisfaction does not affect external satisfaction. Based on the findings in this research, it is suggested that the study programs take into account the implementation of performance management in order to undertake improvement continuously considering that performance management supports the quality assurance activity. It is also suggested that the faculty implements good governance formally. However, the implementation should empower the study program to undertake the improvement.展开更多

The question is what content the literature gives to the concept of governance. According to the World Bank, good governance is evaluated by the implementation capacity of governance principles of a country, providing a framework for market development and economic growth. Empirical studies tested the relationship between good governance in the sense of “market-enhancing governance” (stimulus institutions market) and showed a positive relationship between good governance and economic growth. However, a good governance policy needs for developing countries to achieve minimum economic growth and political reforms in order to reach a level of development similar to that of industrialized countries. We focus on good governance definition made by the World Bank and criticism formulated by Mushtaq Khan, who reconstructed the notion of Governance Capabilities, taking into account the capacity of states to drive structural change in institutional, political, economic, and social fields, in order to ensure long-term economic growth. Our goal is to use a new concept of governance in order to build a new political economy approach more suitable for emerging countries.展开更多

The Church cannot be delinked from the state since they need each other for the peaceful co-existence of various groups in the society. Accordingly, Democracy and Church in Nigeria today are partners in progress and not strange bedfellows. Undoubtedly, room for improvement exists still as both are geared towards the social, spiritual, cultural, economic, scientific and technological development. Their ultimate goal is to equip the people with self-transforming knowledge which they will use to change their environment and execute whatever task that they are assigned. Consequently, using an expository investigative and analytic method, the paper challenges that the issues of good governance must be carried out continuously to ensure harmonious co-existence and attainment of a just and nobler society. The Church, as the harbinger of hope, must be at the frontline to fight every ugly behaviour against the principles of democratic governance.展开更多

As governance theory is becoming the dominant political theory in response to the change, the values backing the discourse and texts consistent with them have helped revise the theory of government in mainstream politics and were agreed upon by global politicians, scholars, officials and entrepreneurs. When we comprehend governance theory based on the practice of public administration in China, it strikes us how theoretically and practically important governance theory is for rebuilding the intellectual system of China' s democratic politics, searching for an institutional platform for good governance, transforming the public policy-making model and getting rid of the practice in public administration in the process of market-oriented development that is inefficient, or even falls in many ways.展开更多

The study draws policy implications for the Chinese government as regards to integrating building communication capacity into governance agenda. Even though there is a growing attention on implementing communication programs into policies, the study on the role of the media and communication in governance has not been dearly conceptualized. This 15aper analyses the role of media and communication in promoting good governance from the levels of state governments, civil society and the general public, respectively. It argues that strong communication capacity at the governmental level increases governance effectiveness through helping to build consensus in policy-making and promote development policies; strong communication capacity of the civil society expands the development results when the NGOs work together with the mass media to promote their activities and prioritize development goals through media's agenda-setting and framing functions; and strong communication capacity strengthens the voice of the public and empower them to hold the government account through the media's watch-dog role. The paper concludes that improving communication capacity is essential to achieve good governance for the Chinese government.展开更多

The company can maximize the shareholders' equities, the prosperity of the owners of interests, the reputation of the company, and the long-term viability of the company by undertaking the CSR. The paper reiterates that the law was passed to enable the public to access certain government information, in order to ensure transparency and accountability. The FOI Act aims to make public records and information more freely available and to protect public records and information, in accordance with the public interest and protection of personal privacy. It enables citizens to hold the government accountable in the event of the misappropriation of public funds or failure to deliver public services. It also seeks to protect serving public officers against any adverse consequences from the unauthorized disclosure of certain kinds of official information, and to establish procedures for the achievement of these purposes. The Act further regulates conflicts between its provisions and those of other legislations. The paper contends that Freedom of Information is a fundamental indicator of economic development and progress, civic engagement and a properly functional democracy in every economy, describing it as a promising start in ensuring good governance and rule of law in Nigeria. The paper stresses the need for vigorous implementation of the FOI Act if the country is to make any significant breakthrough in the enthronement of good governance, transparency and accountability, adding that a strengthened FOI regime will enhance citizens' demand for accountability and check corruption in Nigeria.展开更多

文摘This essay is centred on Nigeria's Freedom of Information Act, with special interest in its relevance in the country's anti-corruption war. The paper stresses the need for vigorous implementation of the FOI Act if the country is to make any significant breakthrough in the enthronement of good governance, transparency and accountability, adding that a strengthened FOI regime will enhance citizens' demand for accountability and check corruption in Nigeria.
