摘要
目的调研分析宁波市10个县市区基层社区卫生服务中心和乡镇卫生院康复医学人才建设、康复服务现状。方法通过计算机检索宁波市基层康复医学人才队伍建设相关数据和调查报告、专家访谈及问卷调查,分析宁波市基层康复医疗人员分布、康复医疗项目开展、康复医疗人才需求和培养数据。结果宁波市县市区基层和乡镇卫生院中,设置康复科机构占50.00%;康复医师、治疗师及护士占总人口比例为1.26/10万;康复人才中具有研究生及以上学历者占0.84%,高级职称者占15.12%;医生以临床医学和中医学专业为主,治疗师中康复治疗学专业比例较高,护士则以护理学专业为主。康复人才近5年参加继续教育者占33.61%,外出培训者占21.83%。18家基层医疗机构中,50%以上单位开展功能评定、物理治疗、传统康复治疗业务。专家咨询结果显示,功能评定中肌力、肌张力、平衡评定需求量大。结论目前宁波市县市区基层卫生服务机构对康复科的投入远远不足,从业人员数量和专业水平都未达到卫生部对康复医学科设置的基本标准,康复人才尤其匮乏,急迫需要多种形式多种渠道,规范培养,合理配置医护人员并引进优秀康复人才,以适应康复事业发展的需要。
Objective To understand the current situation of rehabilitation medical talents construction and rehabilitation services in 10 county and urban community health service centers and township health centers in Ningbo City.Methods Through computer retrieval of relevant data and investigation reports,expert interviews and questionnaires on the construction of grassroots rehabilitation medical personnel in Ningbo,the distribution of grassroots rehabilitation medical personnel in Ningbo,the development of rehabilitation medical projects,the demand and training data of rehabilitation medical talents were analyzed.Results Among the primary and township health centers in Ningbo,50.00%of them set up rehabilitation departments.The proportion of rehabilitation physicians,therapists and nurses in the total population was 1.26/100000;among the rehabilitation talents,0.84%had postgraduate education and above,and 15.12%had senior professional titles.The doctors were mainly clinical medicine and traditional Chinese medicine,the proportion of rehabilitation therapy in the therapists was higher,and the nurses were mainly nursing.In the past five years,33.61%of rehabilitation talents participated in continuing education,and 21.83%of them went out for training.More than 50%of the 18 primary medical institutions carried out functional assessment,physical therapy and traditional rehabilitation treatment.The results of expert consultation showed that there was a large demand for muscle strength,muscle tension and balance assessment in functional assessment.Conclusion At present,the input of primary health service institutions in the county and urban areas of Ningbo is far from enough,and the number and professional level of practitioners have not reached the basic standards set by the Ministry of Health for the discipline of rehabilitation medicine,and rehabilitation talents are especially scarce.It is urgent to standardize training in various forms and channels,rationally allocate medical personnel and introduce excellent rehabilitation talents to meet the needs of rehabilitation development.
